      A very powerful person or a man of high imagination comes to power and he wanted to implement the dreams which he nourished in mind intended to execute them. It is apparent everywhere and it needs to be shed. There should be a flat order that no officer is to keep any file for more than 24 to 48 hours. The problem does not lie so much with the social audit process. Again, there are several methods of implementing them.

      The changes may be reactionary. If satisfactory results are not obtained then other new methods or reforms are introduced and in this way the reform process continues.
